"Temp" storage usually maximizes bandwidth and latency (BLUE).
We get arbitrary fast storage by relaxing permanence and ownership (RED).
Now when we say "/tmp", we get the fastest /tmp, either local RAM, remote RAM, or any available disk or other storage, whatever is fastest.
